Worker born at Ploaghe. The Biblioteca Franco Serantini record documents work as an apprentice carpenter and mechanical pattern maker; multiple industrial employments; Socialist Youth and anarchist activity; the Boero-Garino motion; a declined invitation to become Turin FIOM secretary; council-study work; co-authorship of Per il congresso dei consigli; and advocacy in FIOM and anarchist congresses. His 1971 interview preserves his own distinct anarchist council position.

Evidence boundary

The inspected record does not establish an elected plant-council office. The 1971 interview is direct evidence of Garino's later statement and retrospective evidence for 1919-1920.
