Marcuse credits Horkheimer's remarks with prompting the essay. He argues that promises of inner freedom and beauty can reconcile people to material suffering, but also recognizes art's expression of pain and desire for a better life. His argument concerns culture's conflicting roles, not a claim that all art is propaganda.
